All Our Genders: A Public Discussion || हमारे जेंडर: एक चर्चा _ Aug 11, 2012

Several recent events in India have made it evident that collectively we lack a language to understand those gender positions that do not fit neatly into male and female and that we participate in an active erasure of a range of practices of gender non-conformity from our public life. This gap has led to a very difficult social climate for people - transgender, Hijra or gender variant - who live out such identities on a daily basis and has led to reprehensible situations involving arrests, blackmail and assault. Such events are only the crisis points of an everyday struggle which is marked by a real circumscription that gender non-conforming people face economically and politically, whether at homes, workplaces or schools/colleges.  
We propose a public discussion on this issue for which we have put together a panel of speakers.

भारत में हाल ही के दिनों में हुई कई घटनाओं ने हम सबको ये एहसास कराया है कि किस प्रकार हमारे पास वो भाषा नहीं है जिसके द्वारा हम जेंडर से जुड़े उन अनुभवों को समझ सकें जो स्त्री और पुरुष की संकरी पहचानों में परिभषित नहीं किये जा सकते और किस प्रकार, इस आभाव में, हम सभी समाज द्वारा थोपी गयी जेंडर सम्बन्धी मान्यताओं के विरुद्ध माने जाने वाली अपनी इच्छाओं को अपने सार्वजानिक जीवन से मिटा देते हैं. इस भेद की वजह से कई लोग जैसे कि हिजड़ा या कोई और जिसका व्यवहार या पहचान सामान्य जेंडर मान्यता से अलग हो, के लिए एक बेहद कठिन माहौल बन जाता है. इस वजह से हमें आये दिन भर्त्सना योग्य स्थितयों के बारे में सुनने को मिलता है जिसमें ब्लैकमेलिंग, गिरफ़्तारी और विभिन् प्रकार के उत्पीडन शामिल है. ये स्थितियां जेंडर की संकरी परिभाषा में न आने वाले लोगों के रोज की जिंदगी के संघर्ष के चरम बिंदुओं को व्यक्त करती हैं. रोज के ये संघर्ष वे कॉलेज से लेकर अपने काम करने के स्थानों पर अनुभव करते हैं.
हम इस सन्दर्भ में एक चर्चा प्रस्तावित कर रहें हैं और इसमें चर्चाकारों का एक दल हमारा साथ देगा.

जैसे ही उमा किसी कमरे में कदम रखती है, सबको नचा देती है, मनोरंजन की इस मल्लिका को देखकर हर चीज़ उठकर बैठ जाती है, यहां तक कि जो देख नहीं सकते, वो भी ताकते रह जाते हैं!

Nigah statement condemning the shutting down of Sunil Gupta’s exhibition ‘Sun City & Other Stories’

On Friday, March 23 2012, Sunil Gupta’s photographic exhibition ‘Sun City & Other Stories’ opened at the Alliance Francaise in Delhi. That evening itself, plainclothes men of the Delhi Police from the Tughlaq Road Police Station arrived at the show and ordered the removal of numerous photographs. In the chaos that followed, the photographs were removed by the Alliance Francaise under the ‘supervision’ of the Delhi Police and the exhibition was closed for the evening. The next day, the Alliance Francaise informed Sunil -via a third party - that the entire show would be shut down.

Why did this happen? On that day itself the Delhi Police said that someone had called the emergency police hotline, and complained to the Delhi Police about this exhibition which, according to the complainant, was ‘against Hindu culture’. Another version of events, also produced by the Delhi Police, claims that they received a complaint at the Tughlaq Road Police Station from someone who had made a video of the exhibition, complaining about the nudity in the photographs.

We at Nigah strongly condemn this shameful moral policing. In the recent past, there has been an alarming rise in incidents of moral policing with relation to the arts, especially in relation to queer art, and art that resists dominant visual cultural norms. In January this year, another queer artist, Balbir Krishan, was physically attacked, while his show of paintings at Rabindra Bhavan in Delhi was brutally vandalized.

Moral policing of queer lives is nothing new: charges of ‘obscenity’ have been leveled against us on things ranging from Pride marches to plays, movies and writings that allude to queerness. Homophobia hides behind these meaningless and arbitrary charges, and as queer people we are expected to be shamed into silence. At Nigah, we believe that the focus of this shaming needs to be reversed. Queer lives and desires are not shameful. Moral policing is.

Condemning all forms of moral policing, whether by individuals or by the state, we stand by the right of Sunil Gupta and other queer artists to create and display their art publicly. We further condemn institutional and state responses to this policing, which routinely fall on the side of harassing artists and their communities, instead of protecting our constitutional rights to freedom of speech, expression, assembly, association and livelihood.

At Nigah, we call for the government to condemn such policing, institutions to stand up to it, and individuals to speak out against it. And it’s in this spirit that we demand that the Delhi Police must clarify its actions by being transparent about the nature of the complaint received by them, which prompted them to forcibly shut down the exhibition on the opening night itself. Additionally, we demand that the Alliance Francaise, regarded as a liberal, queer-friendly and safe space, explain to us why they did not stand by Sunil Gupta, and why they failed in defending his right to display his work.

Lastly, we demand that the Alliance Francaise reopen the Sun City exhibition and that the Delhi Police provide security at the venue to ensure that Sunil Gupta’s right to create and display his work is not thwarted by self-proclaimed upholders of morals.

सुनील गुप्ता की प्रदर्शनी  'सन सिटी एंड अदर स्टोरीस ' को बंद करने के विरोध में निगाह का वक्तव्य



सुनील गुप्ता की 'सन सिटी एंड अदर स्टोरीस ' नामक चित्र-प्रदर्शनी जिसका उदघाटन शुक्रवार 23 मार्च 2012 को आलिआंस फ्रांसिस में हुआ था. उसी शाम दिल्ली पुलिस के तुगलक रोड थाने से साधारण कपडे पहने कुछ व्यक्ति वहाँ पहुंचे और वहाँ लगे बहुत- से चित्रों को हटाने का आदेश दिया. इसके बाद हुई हलचल में दिल्ली पुलिस के निरिक्षण में आलिआंस फ्रांसिस द्वारा चित्रों को वहाँ से हटा लिया गया और बाद में पूरी प्रदर्शनी को ही उस शाम के लिए बंद कर दिया गया. अगले दिन आलिआंस फ्रांसिस ने किसी तीसरे पक्ष के माध्यम से सुनील को सूचित किया कि समूची प्रदर्शनी को ही बंद करना पड़ेगा.
ऐसा क्यों हुआ? उस दिन पुलिस ने कहा कि किसी व्यक्ति ने दिल्ली पुलिस के आपातकाल हौट्लाइन नंबर पर फोन करके इस प्रदर्शनी की शिकायत की. शिकायतकर्ता के अनुसार प्रदर्शित चित्र ' हिंदू संस्कृति के विरुद्ध' थे. दिल्ली पुलिस द्वारा प्रस्तुत एक दूसरी कहानी के अनुसार उन्हें तुगलक रोड थाने में एक शिकायत मिली जिसमें चित्रों में नग्नता का ज़िक्र था. उन्होंने यह भी कहा कि शिकायतकर्ता ने प्रदर्शनी के विडियो भी बनाया था.
निगाह इस प्रकार की शर्मनाक मॉरल पुलिसिंग की कड़े शब्दों में भर्त्सना करती है. हाल के दिनों में कला के क्षेत्र में, विशेषकर क्वीयर कला, जो मुख्यधारा की कला की सर्वव्यापी और हावी रहने वाली मान्यताओं को चुनौती देती है, के सन्दर्भ में मॉरल पुलिसिंग की घटनाओं में चिंताजनक रूप से तेज़ी से वृद्धि हुई है. इसी साल जनवरी में एक अन्य क्वीयर कलाकार बलबीर कृष्ण पर हमला हुआ और दिल्ली के रबिन्द्रनाथ भवन में उनकी चित्र प्रदर्शनी में तोड़फोड़ भी की गई.

क्वीयर लोगों से जुड़ी चीज़ों पर मॉरल पुलिसिंग कोई नई बात नहीं है. हम पर अश्लीलता के आरोप लगते रहे हैं. प्राइड,नाटक,फिल्में और लेखन और वो सब जो क्वीयर मुद्दों की बात करता है अश्लील माना गया है. हम मानते हैं कि इस प्रकार के निराधार और बेतुके आरोपों का कारण छुपा हुआ होमोफोबिया होता है. यही नहीं हमसे उम्मीद की जाती है कि हम अपने आप पर शर्मिंदा हो और चुप रहें. निगाह का यह मानना है कि क्वीयर लोगों की जिंदगी शर्मनाक नहीं है यदि कुछ शर्मनाक है, तो वो है मॉरल पुलिसिंग.

सभी प्रकार के नैतिक नियंत्रण, चाहे वह किसी व्यक्ति द्वारा हो या सरकार, का विरोध करते हुए, हम सुनील गुप्ता और ऐसे सभी क्वीयर कलाकारों के साथ हैं जो अपनी कला को लोगों के सामने प्रदर्शित करना चाहते हैं. इसके साथ-साथ हम संस्थाओं और सरकार का इस प्रकार के मॉरल पुलिसिंग के मामलों में जो रुख रहा है, उसकी भी आलोचना करते हैं. संस्थाएं और सरकार हमारे संवैधानिक मूल्यों और अधिकारों जैसे कि अभिव्यक्ति ,सभा करने , आजीविका और और एक साथ आने के अधिकारों की रक्षा करने के बजाय नियमित रूप से कलाकारों और उनके समुदाय को पीड़ित करती रहती हैं.

हम मांग करते हैं कि सरकार इस प्रकार की मॉरल पुलिसिंग की निंदा करे, संस्थाएं सामने आयें और आम जनता इसके खिलाफ अपनी आवाज़ बुलंद करे. और इसी मंशा से हम दिल्ली पुलिस से भी ये मांग करते हैं कि वे स्पष्ट करे कि उन्हें किस प्रकार की शिकायत मिली जिसके आधार पर उन्होंने जबरन प्रदर्शनी को पहले ही दिन बंद करवा दिया. साथ ही साथ हम चाहते हैं कि आलिआंस फ्रांसिस जिसे एक उदार और क्वीयर समर्थक संस्था माना जाता है, यह स्पष्टीकरण दे कि क्यों वह इस स्थिति में सुनील गुप्ता के साथ खड़ी नहीं रह सकी और क्यों सुनील के कला को प्रदशित करने के अधिकार की रक्षा नहीं कर सकी.

अंत में, हम मांग करते हैं की आलिआंस फ्रांसिस सन सिटी प्रदर्शनी को दुबारा से शुरू करें और दिल्ली पुलिस वहाँ सुरक्षा प्रदान करे ताकि सुनील का कला प्रदर्शित करने के अधिकार को नैतिकता के स्वघोषित ठेकेदारों से कोई खतरा न हो.

क्वीयर लोग मांगते हैं: गुजरात में इन्साफ !

इस
साल गुजरात में हुई भयंकर सांप्रदायिक हिंसा को दस वर्ष पूरे हो रहे हैंये हिंसा  देश के इतिहास में बदनुमा दाग की तरह याद की जाएगी l
हम रोष प्रकट करना चाहते हैंगुजरात के मुख्यमंत्री नरेंद्र मोदी के खिलाफ जो उस समय गुजरात में बीजेपी की सरकार के कर्ताधर्ता थेऔर जिसने चुनावों में सफलता पाने और अपने राजनैतिक अस्तित्व को मज़बूत करने के लिए सांप्रदायिक ध्रुवीकरण को अपना हथियार बनाया l  मोदी एक बार फिर इसी हथियार के ज़रिये आगे आने वाले चुनावों में उतरने कि तैयारी में हैं l
पिछले दस सालों के दौरान मोदी ने प्रशासन के साथ मिलकर फरवरी 2002 के हिंसा  में बर्बाद हुए मुस्लिम परिवारों को न्याय मिल पाए इसके लिए न्याय मिलने की प्रक्रिया को हर तरीके से प्रभावित करने से लेकर न्याय के प्रयासों को रोकने तक की कोशिशें की हैं ये हिंसा बिना किसी रोकथाम के कई दिनों तक चलती रही इसके पीछे ना केवल सरकार की उदासीनता ज़िम्मेदार थी बल्कि केंद्र और राज्य स्तरों पर बीजेपी की सरकारों का बढ़ावा देने वाला रवैया भी एक महत्वपूर्ण कारक था l ये वे लोग थे जिनमें नर-संहार को रोकने की राजनैतिक और नैतिक इच्छाशक्ति का लेशमात्र भी था l
बीजेपी और राष्ट्रीय स्वयं सेवक संघआरएसएसअपने हिन्दुत्ववाद के खुले प्रदर्शन में कभी किसी प्रकार का संकोच नहीं कियाउनका हिंदुत्व भारत को एक सम्पूर्ण हिंदू राष्ट्र के रूप में देखता है जिसमें मुसलमानईसाई और अन्य अल्पसंख्यक समुदायों के नागरिकता से जुड़े अधिकार हिंदुओं के बाद होंगे
